New ‘Access to Cash’ Law Takes Effect This Week

Banks and financial providers will soon be legally required to ensure that most homes and businesses have access to an ATM within a 10km radius.

A major new law aimed at protecting public access to cash is set to be implemented this week. The legislation requires financial institutions to maintain ATM services within 10km of the majority of households and commercial premises throughout Ireland.

In one of his first key actions as the newly appointed Minister for Finance, Simon Harris is expected to officially sign the order today, ensuring cash availability across the country.

The Oireachtas approved the ‘access to cash’ legislation last May. Following its passage, the Central Bank was tasked with mapping ATM locations and evaluating cash service coverage nationwide.

With that analysis now complete, the final step is ready for ministerial approval. Once signed, banks will be obligated to provide reliable cash access in towns, villages, and rural communities.

Minister Harris noted that these measures will be particularly important for rural Ireland, where many areas have faced reduced banking services and frequent branch closures in recent years.

In addition to safeguarding cash availability, the new rules are expected to strengthen financial inclusion for older citizens, small businesses, and vulnerable groups who still depend heavily on cash transactions. Experts note that while digital payments continue to grow, maintaining a dependable cash network remains essential for resilience during outages, emergencies, and for those who prefer traditional banking methods.
